編者按:應(yīng)《中國計量》雜志社之邀，國際法制計量委員會主席法貝爾先生、國際法制計量局局長馬加納先生為5.20世界計量日特刊撰文，向中國舉辦5.20世界計量日宣傳活動祝賀。我們本期刊出并在此我們向關(guān)心和支持中國計量事業(yè)發(fā)展和《中國計量》雜志成長的奎恩先生、法貝爾先生、馬加納先生表示衷心感謝。
Dear Colleagues,
尊敬的同事們:
    I deeply regret that I am unable to participate in the events organized on Metrology in the People Republic of China.
    我非常遺憾不能參加在中國舉辦的“世界計量日”活動。
    Metrology is clearly a major resource for economic and social development, and World Metrology Day, celebrated on May 20th, is the occasion to demonstrate the importance of metrology,especially in the context of globalization.
    眾所周知，計量是推動經(jīng)濟和社會發(fā)展的主要因素，開展5月20日“世界計量日”慶?；顒语@示了計量的重要性，尤其是在全球化方面。
    Measurements are at the heart of many activities in everyday life such as trade, quality control in industry, agriculture,food safety, health care, environmental protection and safety. But these measurements must be reliable and this is why metrology is needed. Metrology provides uniform references to measurements so that all measurements are comparable, it provides quality in the measurements so that the required accuracy may be reached, and it provides transparency so that all interested parties may have confidence in the measurements.
    在日常生活中，測量是如貿(mào)易、工業(yè)質(zhì)量控制、農(nóng)業(yè)、食品安全、醫(yī)療健康、環(huán)境保護及安全的中心。但這些測量必須是可靠的，這也是為什么需要計量的原因。計量提供了統(tǒng)一的測量標(biāo)準(zhǔn)，使得所有測量是可以溯源的；計量保證了測量的質(zhì)量，使得測量可以達到要求的準(zhǔn)確度；計量為測量提供的透明度使得利益各方對測量充滿信心。
    States need to set up and continuously develop infrastructures for metrology, including national laboratories to provide the best references, local calibration laboratories and accreditation in order to disseminate these references throughout the country, regulations on measurements and on measuring instruments when protection by regulations is needed by the prblic, training for measurement specialists, and information to the public.
    各國需要建立并不斷發(fā)展計量基礎(chǔ)體系，包括:提供最佳計量標(biāo)準(zhǔn)的國家實驗室、地方校準(zhǔn)實驗室和認可活動，以便這些計量標(biāo)準(zhǔn)能在全國進行量值傳遞；制定計量規(guī)程保護公眾利益；培訓(xùn)計量專業(yè)人員和向公眾發(fā)布信息等。
    Such infrastructures are very much interconnected with other countries infrastructures, as most measurement activities have international aspects: trade in commoditities, exchanges between companies worldwide, subcontracting, conformity of exported products with other corntries regulations and standards, conformity of imported products with national requirements, international issues about environment protection, etc.
    上述計量基礎(chǔ)體系與其他國家計量基礎(chǔ)體系是相互關(guān)聯(lián)的，因為大多數(shù)測量活動與國際交流有關(guān)。如:商品貿(mào)易、跨國公司、合同分包、出口產(chǎn)口符合各國法規(guī)和標(biāo)準(zhǔn)、進口產(chǎn)品符合國家要求、環(huán)境保護的國際問題等。
    The primary objective of Organizations such as the OIML is to help States to develop consistent and harmonized metrology systems in order to provide a sound basis for economic and social development and to facilitate international relations.
    國際法制計量組織(OIML)的主要目標(biāo)是幫助各國建立一致和協(xié)調(diào)的計量體系，為經(jīng)濟和社會發(fā)展提供堅實的基礎(chǔ)，并促進國際關(guān)系。
    We warmly commend AQSIQ for the contribution that they provide on behalf of the Peoples Republic of China to OIML activities and for their outstanding activity in furthering the development of their national metrology infrastructure, and for their awareness of metrology in China.The celebration of World Metrology Day in China is one of these very important and useful events.
    我們贊賞中國國家質(zhì)量監(jiān)督檢驗檢疫總局為此所做的貢獻，它代表中國參加OIML各項活動，為推動中國計量基礎(chǔ)體系的進一步發(fā)展做出了卓越的工作，提高了中國人民的計量意識。在中國舉辦的“世界計量日”慶祝活動是非常重要和有益的。
